Can we Restrict issuetypes under certain Epics?

Scenario: I have two issuetypes called Sourcing Activity and Design Activity. I want to place all Sourcing Activity issues under the epic named "Procurement" and all Design Activity issues under the epic named "Design and Development". Can I somehow restrict the issuetypes so that people don't create a Design Activity issue under Procurement?

No, that would defeat the whole purpose of having Epics.
