The license for your instance usually matches. I don’t believe you can purchase that type. The number of licenses must match

As per the Atlassian licensing policy, any Jira app you subscribe from the Atlassian marketplace must consider all Jira users for pricing and licensing.

Like @Alan Stephenson said, you can't buy a license less than the highest Jira user tier you are using. The fact that not all users make use of the app, does not matter.
