Can we change the link to "?" for issues and priorities?

In Jira when we are raising a ticket, just beside the issue type, and priority field you will see the "?" which links to the "Jira Concept - Issues" page. so when I click on the "?" mark, can I change the page link instead to "Jira Concept - Issues?
