Can we create these types of reports in jira by using Boards/ Dashboards?

A Two-dimensional Filter-Statistic can give you Severity by month OR System by Month. I don't know of any "standard" gadget that can have two header columns structuring the data.

However you could have two of those Gadgets, one for Evolution, one for Telestage (or possibly a third one to give you the total) and put them next to each other on one Dashboard.

Boards won't help you as the columns are always by Status.

This does assume that you have a select type field called "month" which you are populating with the month you mean (either by hand or by an automation that reads a date field and extracts the month from it)
