Can we disable adding, editing or updating test cases on an issue when at a fixed status?

We have a requirement that when an issue is in “Closed” status all Jira users should not be able to add, delete or edit test cases to the issue except for one group of users. We are using Zephyr Scale test management plugin for test case management.

Is there any Workflow property or  any scripting technique ( We have Power Scripts for jira in our instance) that we can use to enable this requirement.

I have contacted Zephyr support and they clearly stated that they do not have any such feature.

Any suggestions on this requirement will be helpful. Thanks
