To install plugin, we always use admin account.
But if someone have admin account right. he can access every project.
therefore the some member of project does't want it.
But he still need account right to install plugin.
Can we make some special account to be able to install plugin
but can't see inside some project?

Not really. Jira Administrator and Jira System Administrator permission will give them the ability to view any project they want but adding themselves to the Browse Project permission.
So what you can do is to use the Browse Project permission and assign project roles to it, this way the project administrator can add people who should have right to view (and work) on that project, but users with Jira Administrator right can always change it if they want, unless you trust them not too :)
