Can we make Cascading field's both the values required?

Hi Team,

We are using JIRA 3.13 and looking for cascading field behavior. When I have done Cascading field  required through the field configuration, it applies only for Parent value(1st value of the field). It doesn't bother for the child value , we can skip it and keep it the blank which is totally incorrect.

Your suggestion or workaround would be really helpful to us.
