I'm new in Jira & I got the following request:
As soon as an issue of type bug is moved to an IN PROGRESS state or passed a TO DO state, can we prevent someone from modifying the Summary & the description? Either by setting those 2 fields as read only or by only authorize the reporter to modify these fields?

Are you working with a Team Managed project or a Company Managed project?
There is not a specific "feature" to simply implement something like this, but there is a workaround that can be done with Workflows if you are using a Company Managed project. Take a look at this KB. It is for Jira Server, but will also work on Jira Cloud.
