Can we purchase extra licenses for a short period (for example if a config error causes us to exceed our licence)?

No, the best you can normally do is go to the next tier up for a year, or ones that co-terminate with your existing licence.

You could install an evaluation licence though, but maintaining that would (rightly) be a pain.

If you're making config mistakes that push you over the limit, then you need to be looking at your monitoring and processes, because they're broken.  Botching loopholes into software is not a good solution.
