We need to create a new project role on our JIRA prod instance, but do not want that to be visible for all projects. Is there a way we can do this?
No. Roles are global. The whole point of them is that they're there for all projects.
If you define roles that a project does not use, you need to document it and/oe educate your project leads. "Role X does not do anything in your project, it's for someone else" is usually enough
