Can we restrict the user from utilizing a certain app?

Example:

• Assume I have a total of 25 users.

• Now I only want to allow 10 users for the Zephyr test management (example) application; the remaining users i want to be restricted from using.

• We only have 10 QA users; the others are developers; they will not be utilizing this software, yet I am being overcharged for other users.

  Is this a possibility?

@Asa Bhanu It depends on the app. Some apps allow you to restrict access while others do not.  You would need to take a look at the Zephyr documentation to see if that is an option.
