Hi,
There is no separate permissions for board / dashboard creation. What can be restricted of course is the content, but not the creation of boards / dashboards themselves.

I am not sure what problem you are trying to solve and the circumstances. But hope the below info helps understanding what is currently possible.
Currently all licensed user can create a private board or dashboard. To share it and make it visible to other users, they would need a global permission (not project level control) - "Share dashboards and filters"

Create shared objects -> Permission to share a filter or dashboard globally or with groups of users. Also used to control who can create an agile board.
You can use this permission to control who can share their private dashboard data accessible to others and also on who can create an agile board.
