Can we submit and work on issue without log on to jira

i saw question and it look weired because i think that no one can work on issue and submit without log on . It is correct !!

It is possible to use "anonymous" for access to issues, and not just read-only - you can grant any permission you want.

It's a terrible terrible thing to do though, as you've then got no idea who is doing what to your issues.  You should never use anonymous access for anything beyond reading issues.

That is in plain Jira or Jira Software though.

If it is service desk, you can have external users create requests (not issues!)

The question you post here is also poorly written, as well as a contrived case you should never implement.  When we were writing exam questions, we were told never to ask "most effective" or "best", because it makes the answers arguable.
