The Tempo API will make an external Tempo API's call to ScriptRunner for Jira Cloud but you will need to confirm this with the plugin.

Then, on how to call external applications from within ScripRunner for Jira Cloud, you will need to follow the steps which are located inside the knowledge base article here as a guide.
