Can you assign an issue type to an active workflow?

I want to add a new task type and workflow to about 100 active projects. Help plz!

You can, yes. Update the workflow scheme, and you'll find JIRA asks you about how to do the migrations.

My options on altering an active Workflow Scheme is only Copy & Edit....

To the top right, in the workflow scheme definition screen, you should have options, including "associate new issue type"
