Can you cache events and send multiple in a delayed email notification

Currently if you make a single field change in an issue it produces an email notification.  This will happen for each field you make a change.  Can changes to an issue be cached and sent at once after a give delay period like 1 minute?

I know making multiple changes using the EDIT feature will send one email for all changes, but trying to get the users to use it is not as easy as you might think.
