Welcome to the community.

Are you working with Jira Cloud or Jira Server/Data Center?

The native Clone operations that you find under the actions menu (the ... button) for issues does not support setting the parent Epic during the cloning process.

Jira cloud,

 I want to clone the epic and issues with any attachments, but not linked to the original.

There does not appear to be a way to do this.

There is not a built in feature for that. Some people have come up with solutions using the Automation feature. There are also third party apps you can add to your environment to support this.
