Can you create/view Github Pull Requests from Jira issue UI without plug-ins?

We are using Jira Software, DataCenter 9.4 does anybody have a good step by step configuration on how to integrate it with GitHub so the Pull Requests and commits appear in the developer section of a jira issue, and based on the project admin page it seems you can also create a PR from Jira, but I have not found a good place to get what we need to do so those options appear. 
Note: Other projects in the same instance use Bitbucket, so not sure if the 2 repository integrations can be "live" in the same instance.

You can integrate Github and JIRA with the help of "DVCS account" configuration.
