Can you customize keyboard shortcuts?

Pressing C opens the 'create issue' dialogue, with the last created/worked on issue being the selected type.  We want a keyboard shortcut that always opens that dialogue for a specific issue type.  Is there a way to do this?  I'm not finding anything yet.

Ideally, speaking the below point is new to me and is given by my in-house Jira admin.

"Please be informed, You may not have permission to perform all the keyboard shortcut actions. This depends on how your JIRA administrator(s) have configured permissions for your user account."
