Can you give permissions for sub tasks only?

We want to allow our normal JIRA users to create sub tasks but not issues. Is there a way to separate these two? Or are permissins granted for both only?

It is granted for both only. In addition, t subtasks can be created only if the parent issue is in editable condition.
