Can you import cards from Trello without importing all/some users?

I'm trying to transition from Trello to JIRA and need to import cards.  I want to run a test first and not notify everyone.  Is there a way to do this?

If i do have to import everyone, is it based on who has access to the Trello Board?  OR is it based on who has a card assigned to them?
