Can you limit specific users to only seeing specific Epics and not an entire board?

I was presented with this question and don't know if it's possible:  "Can you limit specific users to only seeing specific Epics and not an entire board?"

You can do issue level security. That's easiest to implement if you can apply it the project. Often it is used to restrict users to only see the issues they reported. Doing it on a case by case basis is a pain to say the least.
