In jira, When we want to export issues we find different extensions: CSV, HTML, XML. But this is not the case for the client; He only find Export in CSV.
i wish to know if there is a reason ?

I believe there is no way to restrict the export options from the issue navigator page of Jira, so I believe you might be talking about a different feature or third-party app feature.
In order to properly troubleshoot the issue you are talking about, could you please provide us with a screenshot of how the export options are displaying to you and how it is displayed to your client?
Are there any errors returned in the development tools of your client when trying to access the export options?
Additionally, ask the client to try another browser in incognito mode to ensure he is not facing a cache problem or being blocked by a browser extension.
