No, the export just hands you the raw data it has in most cases, and for time fields, that's a number of seconds.

The exports work off templates for rendering the data though, so if you're willing to do a little bit of hacking to the core code, it is possible to insert a " / 60" to get minutes instead.  It gets messier if you want to go larger though, as you have to think about formatting (is 3.15 in the field 3 hours 15 minutes, or 3 hours 9 minutes?)
