Is there an ability with Jira when closing a defect and setting the resolves status, to have some resolution codes / reasons to only be accessible / displayed to certain users?
I'm aware of having the ability within workflow to restrict who can set a ticket to closed and therefore who would get the defined reason list, but I'm not aware of if we can display a different list based on the user making the transition? is this possible?

No this cannot easily be done. You could create different transitions to Done and use conditions for the different users. Then you could set the resolution based on the transition which that user sees.

Out of the box this is not possible. I would check in the marketplace to see if there are options for cloud.
