Can you use Gantt charts in Jira Software Cloud and can activities be linked similar to Microsoft Project.

Can you re-schedule the program in Jira.

Jira Software Cloud has a feature called Advanced Roadmaps. From the built-in Jira capabilities, this is the best for use cases that you mention, but it won't be as feature-rich as MS Project.

Other than that, there are several apps to visualize issues as Gantt charts.

Out of the box, Jira doesn't support Gantt chart with dependencies. Advanced Roadmaps would be the closest solution but it's only available for Premium version.

Many Marketplace apps can extend Jira with Gantt chart capabilities. Allow me to suggest WBS Gantt-chart for Jira, it's one of the apps developed by my team :) 

This app has MS Project import/export features, so if you were using MS Project, the transition will be seamless :)
