assuming you are looking for a canned responses tool (or way of bringing it into your instance for improved customer support or similar) you could have a look at the following documentation:
It mentiones an App - which could be a comfortable option if many agents should communicate towards customers in a standardized way - or a shortcut utility which would be need to be installed on the PC of the agent.
