Cannot add reporter using email address

I was previously able to create issues and add reporter using email addresses but now, it looks like it only take values which are from the dropdown (previously added email addresses). Was this option removed? If so, how do you add a new person/email address as the Reporter?

I suspect the cause is that the customer permissions have changed or it is a different project here. Look at Project settings > customer permissions. If set to customers that agents add that would explain.
