We use to work with an On-Premise Jira running on a Windows Server 2012 and connected to a SQL Server 2016 SQL database.
We migrated our infrastrucuture, I restored the JIRA database on a SQL Server 2017 and I would like now to reinstall the Jira Software app on a Windows Server 2016 and connect it to my migrated database.
I could install the service but when I arrive to the "Set up administrator account" page and I enter my information I get a "Cannot add user, all the user directories are read-only" message. So I can't go further in the installation process.
Could someone help on this issue?

Very happy to hear you making the move to newer infrastructure. From my understanding of the steps you took, it looks as though you may have connected the database to early in the process. The database needs to be restored after the Jira application has been installed and configured.
We would recommend reviewing our migration guides to assist with your migration. You may find the migration guide at Migrating Jira applications to another server.
The error you are receiving is most likely due to LDAP being preconfigured before the application can be setup which is causing the admin account creation to be denied. This can be avoided by completing the migration in the guide above in the listed order. The order will help to setup the application and then bring in your existing configuration and database avoiding this admin creation error.
