The earlier created projects had an option "Private" so only people in the team can access.

The newly created projects do not have this option, it rather recommends plan upgrade to get this feature.

However, I cannot switch my already created private projects to site access.

With that being said, I could have created more number of projects with private access and kept them for future use.

Hi,

If I understand correctly, you were using an evaluation of one of our Jira Cloud applications to adjust permissions or project roles, but that once that eval expired you moved to a free plan you can no longer make such changes.  This is something we have tried to document as a limitation of the free plans over in Limitations in Jira Cloud Free plans.

If you change to a Free plan or migrate from Jira Server to a Free plan, project permissions are kept in their current state but anonymous access (if you had granted it) is removed. You'll need to upgrade again to change permissions. Read more about Project permissions, roles, and issue-level security in Free plans.

I hope this helps to clarify the restrictions within the free plans.

Andy
