I am trying out the free service for a small project.
I got everything running, like issues created by incoming mails. But I would like to have the people get updates to the issues they created.
So I thought configuring the smtp server would be a good start:
But I only see:
System > Outgoing Mail > enabled
nothing else. Is this not available in the free plan?

Per your description, I understand you are trying to configure an SMTP email server to send notifications in your Jira Cloud Free. Is that correct?
as you can see in the documentation below, it is not possible to set an SMTP email server in Jira Cloud application (The documentation you linked is related to Jira Server application). Instead, Jira Cloud comes with an internal SMTP server configured to send notifications and, although the internal SMTP server is not configurable, you can configure Jira Cloud to send emails on behalf of your domain:

We have a feature request to allow external SMTP servers to be added as the outgoing mail server:
