I want create workflow of communicating between Ceo and CTO before task will be send to backlog in Software project.
I have created test project (business) and in Workflows is emptyPlease help how to solve my problem. I am using free version maybe thats a main problem(

Your last image shows the workflow is in active. If that’s the only one associated with this project and somehow all of your statuses have been deleted. Simply put back in your statuses and map the transitions between them.
Or it might just be easier to create a whole new project and then move any issues you have created in your project to the new project. You should have no problem editing the workflow of the new project.

Thanks. How I can connect Workflow of one projects with another?
In software project in setup I dont have workflow tab.
I want that in business project I have workflow and when its done in business projects ithat task appears in backlog of software project.
How I can connect workflow in such way?

It may be that you are using a Team managed project for your software which uses workflows differently and they can't be shared outside of the project.
it sounds like what you are trying to do is to have a kanban board for your product owners to use and by moving it to the done status in that board then it equates to being approved for development. Is that the case? If so there are a couple of ways to deal with it. First you could have a single project and you could have a single workflow and have a workflow as examples below...
New Request > under consideration > approved (or rejected) > to do > in progress > done
in the above workflow example the approved will be the right most column of the kanban board and the backlog of the scrum board. So the first three statuses show up on the kanban board and the last four statuses show up on the scrum board. Once an approved item is moved out of the backlog to to do it will disappear from the kanban board.
another option would be to have two separate projects and once a request is approved for development it is moved to the done status in that project and a linked issue was created in the software project.
there are other options as well but the above two are pretty common.

Here is a high-level view of the steps that I would do:

when the product owner team approves an issue for development then they would either manually create a linked issue or you could consider using automation to do so. The best choice and details will depend on your requirements and desired behavior. In any event the created issue would be linked to the original suggestion/feature and would be placed in the To Do status of the development project. The To Do status would represent the approved backlog.
