I confirm that I don't see the version 9.12.20 here https://www.atlassian.com/software/jira/download-archives but there are release notes for it https://confluence.atlassian.com/jirasoftware/issues-resolved-in-9-12-20-1540228748.html .

Hi @nkmori_rtx_com It appears that 9.12.20 has been removed from our site. I'm not sure why that is yet, but sometimes this can happen when there is a problem with a release.
I noticed that 9.12.21 just appeared on the download archives today. I expect that this has been released to address some yet unspecified problem with the previous release.
I will try to investigate to see if I can understand why this particular release was removed from our site, but in the meantime an updated version is now available.

Due to an issue related to Assets management, we have removed the ability to download Jira Software Data Center 9.12.20.
Jira Software Data Center 9.12.21 provides a fix for this issue.
