Cannot hide projects

Something seems to have changed when the "new" Jira interface was introduced.  We used to have old/inactive projects (we referred to them as "Archived") assigned to a permission scheme that had all permissions revoked so no one could view them. 

The goal was to avoid having our 'All Projects' screen bloated with inactive projects.  We wanted to ensure that only active projects were being displayed.

This was working flawlessly on the other interface until Jira forced me to switch to the new interface (not happy).  All of the permissions are revoked so I'm not sure what else I can do to ensure these archived projects are now displaying under 'All Projects'.
