We have 3 project roles, business user, fintech user and admin.
We would like to set
1) business user can only access issues reported by them or assigned to them
2) Fintech user or admin can access all issues.
I have set the issue security level as below, set Fintech user as default and assoicate it with the project.
Then i tested and found the business user cannot access an issue assign to them or reported by them.
Is there any solution to this? Thanks a lot!
Correct Browse Project permission control visibility of entire project.
So you don't need to give browse permission to Business User.
You need to give browse permission to Current Assignee and Reporter. So the Business user who create the issue and who is the assignee of the issue can only see the issue. They are not able to see the issues created by Admin and FT
Give Browse Project Permission to - Admin, FT - As they will have whole visibility of the project.

in order to put in place your requirement, in my opinion, you don't need to use security level.
You should just setup Browse Permsission, in the project permission scheme, as follow :
Browse Project
Security Levels should be setup just if you need a visibility per issue basis.

From my understanding, "Browse project" controls the visibility of the entire project?
What I want to set is that
- admin and FT user can view all issues in project A,
- business user can still view the project A but only the issues reported by or assign to themselves. The issues created by admin or FT user are invisible to them.
