I have some jira account
They are on maternity leave, so i remove these accounts
When they come back, I invite theses accounts again
But now they cannot receive email from Jira any more
I have check all the notification setting, still turn on

You should open a support ticket with Atlassian to see if the email addresses got added to their Suppression list for some reason.

This can happen if the email address goes dormant and Atlassian can't communicate with it. So they suspect it is a bad address or spammer so they suppress it.

Its a better option next time to remove the product access and not remove the users.
Or suspend them, see remove-or-suspend-a-user
