Cannot remove an old user

I am the recent ADMIN

But I cannot remove the OLD ADMIN from my account

I'm looking at the site https://empealhealth.atlassian.net but it appears that you are the only site-admin of this site.  Are you still unable to remove some other admin account?  If so, could you please confirm the specific site URL and user account in question you are wanting to remove?
