Cannot see Agile Boards in Internet Explorer

Thank you for reaching out.

Could you please provide us with the version of Jira Server you are using or if you are using Jira Cloud?

As you can see in the documentation below, the newer version of Jira Server does not support Internet Explorer, just like Jira Cloud Application:

Supported platforms - Jira Server 

Supported Browsers - Jira Cloud 

Check in the documentation above If your Jira version does not support IE. If that's the case, we suggest upgrading your IE browser to Microsoft Edge or use a different browser to work with Jira.
