Even my default language setting is Japanese, my screen is always English. There is no change in language even when i selected language other than EN and JP.

Since you have enabled Chinese and the customer's preferred language is also Chinese, the customer would be notified in Chinese. If the same customer then changes their language to Spanish but your project does not have Spanish enabled, they would receive notifications in English since it is the default language.
By changing the language in profile, they will view the updated language.
Since a customer may only have a single profile language, it would not be possible for the customer to view different languages in different projects. It would either be their preferred language or the project default language (if their preferred language is not enabled).
