I can control issue transition permission on project level under permissions to stop users from transitioning issues but i want only assigned user to perform transition for this i am using condition in workflow transitions
But when I set condition in transition = Only the assignee of the issue can execute this transition.
it is just not working.

My guess is that you're looking at the wrong workflow. When you added the condition, did you get to the workflow via the project settings screens? And have you published the change (not left it in "draft" mode)?
@Nic Brough -Adaptavist-I am looking at right workflow and i published the draft as well.
My config:
group = policy--system = admin and approver
workflow Transition = Approve Draft has condition and condition is set for:
Only the assignee of the issue can execute this transition
workflow = Policy Approval Workflow

I'm sorry to interfere but I had a look at your configuration. What do you mean this doesn't work? The account you've given cannot transition issue from "TO DO" to "DRAFT APPROVAL". I think it works perfectly.

I reviewed again actually you are right it works.
The confusion was green dotted box appear just before placing issue on status.
I thought the green dotted box means condition is not implemented.
