Cannot set some issues to repeat

Some issues I can set to repeat just fine, and others I can't.  It's not specific to any particular project or permissions as far as I can see.  System Integrity is fine. What do you need to troubleshoot this?

Hercules log analyzer only found a few instances of this error which I dont think is relevant.
