Capabilities of Jira Server API

I have been tasked to develop an application/PlugIn which should display information and automize a process to support the user. The procedure of the support should be as follows: 

• PlugIn displays a selection, where the user can select between mandatory/normal/low 
• On basis of the selection predefinded Jira Tickets are shown that fit the selection
• The selected Jira Tickets will apear in a Structure Board (Structure board licence is alread bought)

Before starting with the project I wanted to know if it is possible to implement such a plugin in the Atlassian Toolchain and if maybe there are similar PlugIns in the Market Place?  

Additionally I wanted to know if first step (the selection) would be better to implement in Confluence or Jira?
