I have created a Kanban board with multiple projects. In the board settings, under Card Colors I have created the following query for a custom field that we want the card to turn red: "Hard Deadline?" = "Yes - There is a Hard Deadline"
For some reason, some users see the red bar on the left of the card on the board and for other users there is no color at all.

Since this is occuring for some users but not others it sounds like a browser or network segment conflict.
Check out this Guide for steps to take to help narrow down the conflict point.

I don't believe this is the problem. I logged in as the user and other users and I experience the same issue they are seeing.

It seems to be associated with our custom roles. If I have a user in our custom "developer" role, then they don't get the colors. If I have them in our custom "quality" role, they can.
