Change time format on custom field

I have a problem with the date format on two of our custom fields.

The settings on the JIRA account are set for HH:mm but the time format in the field shows h:mm a, but when i hover over the date it shows HH:mm.

What can I do to fix it?

Karsan, I guess applying the workaround fixed the problem. Feel free to accept the solution for others reference.
