Changing Colors of the Priority Arrows

I changed the colors of the Priorities but it appears that the colors do not affect the arrow colors.

1 - Is the only way to color the arrows is to modify the ICON file?

2 - What does changing the Priority colors actually do if it does not affect the ICONS?
