Changing Reporter on an Issue in Jira Core Projects

Hi, 

I have a project in Jira Core for Document Approvals. It seems I have set the permissions for modifying Reporter but when I got to an issue I am unable to change the Reporter field. I have had 2 different user outlooks. One of our Service Desk team Role members is unable to find any users to change the reporter to. I as the administraator go to the issue and I am not even able to edit the Reporter field.

Is this a bug or a removed feature in Jira Core Projects. I do not have this issue in Jira Service Desk or Jira Software products.

Can you please check whether Modify Reporter permission is enabled for you or not and Reporter field is added on the edit screen or not.
