I have a really odd issue where I hanged the description on several custom fields, but for just one of them, the description is not updating on the tickets, new or old.

I re-indexed a couple of times and I believe we have even rebooted the server at least once since then.

In general you can set up description in two places - in custom fields list and in field configuration. The field configuration is always on top of custom field default description.
So I suggest to check Field Configuration of your project first end verify what description you have there.
