Changing number of buttons for "Action" menu

Hi all,

Using the ops.bar.group.size.opsbar-transitions property it is possible to change the number of buttons showing available transition. My question is if something similar is possible for the "Action" menu, i.e. the one containing 'Assign', 'Log Work', 'Archive', etc.? The use case to show both 'Approve' and 'Decline' as buttons for issues in an approval status.

The "actions" menu does not have a separated-out line of buttons you could move things into.
