Hello, 

I have 2 fields on the creation issue screen: a check box and the field "issue links"

What I need:

Only if I click on the checkbox, make the issue links fields madatory.

Do I need to develop scripts?

Yes, this is no standard functionality and you will need a script plugin for this or develop one yourself.
