Update a Workflow

I have been trying for months to update a workflow.  Everytime I try and change a workflow I get the You cannot perform this operation on a draft workflow.  How do I change a workflow.  The instructions are incorrect.

Click here for the start of the documentation, it sounds like you're attempting to change an active workflow - you can't remove a status from one, for example.

Try making a copy (append 2.0 or something to the end) then making the change, but don't forget to redeploy it by updating the workflow scheme when you're finished. At this point, the original becomes inactive and can be removed!
